The Most Important Building Projects for the United States

For most of the last two decades, the Rondout-West Branch tunnel that ferries half of New York City’s water supply from reservoirs in the Catskill Mountains has been leaking some 20 to 36 million gallons a day. That's a great story by former BWer Ken Belson. Looks like they've already budgeted the money for it ($240 million), but since the work is more or less continuous, according to the story, maybe they could invest more and speed it up.

Another possibility for depressed upstate NY and other cold regions would be to dramatically expand programs to winterize homes.
