I would outline the following Puerto Rico is in great need of the following:
A rail system that crosses the Island is highly needed. The only current means of transportation is the Car since there is a practically new train system but only for the San Juan Metro Area and it is limited to certain parts.
A bus system for metro areas would probably help but we need to create awareness of the benefits, not only to the environment but to everyone’s personal finance.
The sun most of the time is shinning specifically in certain areas where they get limited rain. Solar power would be a great option to alleviate the energy dependency from the outside. Puerto Rico is one of the highest users of electricity per capita in the world. The other part we need to address is that given our influence from the U.S. energy is used without ever understanding how difficult it becomes day by day to get more fuel or any of the dirty fuels. So energy conservation and efficiency awareness is critical to get the most of out of renewable energies.
Improving our transportation systems to mass transit and investing in renewable energies such as wind or solar would be a solution to look forward to.

Raul, what specifically should be done? Are there bus services that would help lower fuel consumption in PR? Maybe PR would be a good site for solar. Any work in that area?

Our biggest priority should be improving our infrastructure moving ourselves to renewable energies and having the adequate support to keep an renewable energy infrastructure to make it cost beneficial to everyone.

Obligating our local Energy provider to depend less on fuel.
